I.INTRODUCTION
The
implementation of the act number 20 year 2003 regarding national education
system is explained into several regulations among others governmental regulations
number 19 year 2005 regarding National education standart.This governmental
regulation explain about the importance of arranging and implement the eight
national education standart,namely: content standart,process
standart,graduation competence standart,educator and educational staff
standart,medium and infrastructure standart,management standart,financing
standart,and education assessment standart(Ministry of National Education 2003).
By the determining of the act number 20 year 2003
about national educationsystem and the
governmental regulation number 19 year 2005 about the national education
standart bring the implication toward the system and the education
implementation include the growth and the curriculum implementation.The mention
government policy entrust every primary and secondary educatiion unit to develop the
curriculum of KTSP(Ministry of National Education
2003).
The KTSP development refers to the national
education standart which
a minimum criteria on the education system all
around Indonesia.The scope of national education standart consist of standart
in (1)content,(2)process,(3)Graduate competence,(4)Educator and Education
staff,(5) medium and infrastructure,(6)Manangement,(7)Financing,and
(8)Education assessment (Ministry of National Education
2003).
To improve
the quality of education must be supported by all parties involved either
directly as a determinant of policy dirention and implementation of education
and the community as education servioce user.Teacher as one of factor determining
the quelity of education is expected to have competencies that include
standardization academic competence,professional competence and social
competence.
From these competencies,appropriate learning
model selection,creative and innovative
to creaate an atmosphere of
active,creatif,effective and fun learning with the objective to improve the
qualityu of teaching and learning result.
II.
CURRENT STATUS AND STRUCTURE OF SCIENCE EDUCATION
Sciences as how to find
out (inquiri) about natural in systematic,so that the science is not only
mastery collection of knowledge in the form of facts,concepts or principles only,but olso a
process of discovery.
Science
education in secondary school is expected to be a vehicle for leaners to study
the self and the envoironment,and the prospect of further development in
applyng it in everyday life.
Science education emphasis on providing direct experience to
develop competence so that learner explore and understand the natural around it
scientific.Science education is directed to find out and do, so can help
leaners to ger understanding deeply about itself and the natural surroundings (
Ministry Of National Education 2007).
Biology as one of the areas
of science provides a variety of learn experiences to understand the concepts
and process of science. This process
skills includes the skill to observe,hypothesize,using equipments and the material is good and right by always
considering the safety and work safety,ask questions,clasiffy and interpreting
data,and communicate their findings orally or writing,digging and sorting out
the relevant factual information to test ideas or to solve problem everyday (Ministry
Of National Education 2007).
Biology subjects developed
through the ability to thinks analytically,inductive and deductive to solve
problems relating to natural events around.Oroblem solving that qualitative and
quantitative characteristic performed by using undestanding of field
mathematics,physics,chemistry and knowlwdge of other support (Ministry Of
National Education 2007).
The process of learning
science is more expected in the learning experience directly with the
fact,whwre students are encouraged to think rationally using scientific method
and teacher act as facilitators by providing the extent opportunity that the
students actively involved in learning proses,so that learning more
meaningful.To achieve the learning objective more meaningful and enjoyable
certainly be neended the varied and precise learning
innovative with adequate supporting education facilities.
Innovative
teaching and learning is very varied,depending on the teacher to chose
appropriate learning model,strategy,and approach as well as in accordance with
the basic competencies that will be teach. Model,strategy,and approach that not
innonative and varied will lead to boredom for students,as a consequence
students are not interested in science lessons that result in decreased student
study result.
Student
graduate of senior High School 1 Bima Town expected to have competitiveness in
international forums,continuing education on an international education level
inside/outside the country,following the international standard certifications
held by one of OECD education (State Of Sister School),won medals at various
international levels of competition in science,mathematics,technology,arts and
sport,and can work on international institutions and or other country.
As
a Pionering effort of International Level School that involving for
leading a International Level School is
passing grade will continue to increase,certainly requered the effort of
various parties,one of which is the innovative of teachers in learning presenting,there
are application using bilingual(Indonesian-English)in teaching and Learning.
III.MAJOR
ISSUES,CHALLENGES,AND FUTURE DIRECTION
Globalisation is marked by the tight competition in
technology management field and human resources.To meet this demand technology
mastery is really needed to be able to increase the education quality while the
superiority of human resources will determine the continuityof the growth and
the competition victory in global era as a characteristic of technology and reformation era.
To
welcome the mention era,all components especially educator staff
should
become the inspirator to encourage in the effort of winning the competition
either national or international. This commitment stengthen the mandate in the
act number 20 year 2003 regarding national education system,Subsection 50
article 3 states that The government and /or distric government implement at
least one educational unit to be developed become an education unit which has
international standart.
Senior High School number I Bima Town as a
Pioneering in International standart Senior high School,make an maximal effort
to carry out KTSP enriches with the standart of schools in OECD(Organization
for Economic Cooporation and Development) members or other progress
countries,this is a must to note attentively and to give a fast and exact
services toward the society need which is increasing.
The guidance of Senior High School number I curriculum development
as what has been poured In Departement of National education standart(BNSP) is
arranged to give the students chance in order that the students are able to:
1.Learn to be faithful and devout to God the
almighty
2.Learn to understand and to
comprehend
3.Learn to be able to implement and to
act effectively
4.Learn to live together and be
useful for others,and
5.Learn to built and find the idendity through learning proces which is

is developed based on the
following principles(BOOK I of KTSP at Senior High School number I Bima Town,2010):
1.Focus
on potential,growth,neccessity,and the
importance of students and their
Environment.
Curriculum is developed based on the principle that
students have a certral positionto develop their potential to be a faithful
human,and devout to God the almighty,to haqve a good morality,
healthy,educated,skillful,creative,independent and become a responsible and
democratic citizen. To support the achieving of the mention purpose,the growth
of the students competence is adjusted with the potential,development,necessity,and
the importance of the students and their environment demand.To have central
position means learning activity concentrate on the students.
2. Various and Integrated
Curriculum
is growth by paying attention on the various characteristic
of students,distric condition,level and types of
education,also appreciate and no discriminative toward religion
different,ethnic,culture,tradition,social and economic status,and
gender.Curriculum involves component of the curriculum compulsary content,local
subject,and self development integrated and also arranged in connection and
continuously which significant and exactly inter substantion.
3.Perceive toward
science,technology and art growth
Curriculum is growth based on the awareness that
science,technology and artwhich grow dinamicly.That’s why,spirit and curriculum
content give students learning experiences to follow and make use of the
development of science,technology and art.
4. Relevant with life necessity
The curriculum developing is done by involving
stakeholders to guarantee
the education relevance with the life
necessity,includes social life,business field and job field.That’s why,the
developing of personal skill,social skill,academic skill,and vocational skill.
5.Comprehensive and continuously
Substantion
of curriculum includes the whole of dimension competence,
the field of knolwledge and subject analysis which is
planned and served continuopusly inter every level of education.
6.Balance between national importance and region
importance
Curriculum
is growth by paying attention on national and region importance to built social
life, have a nation,and state.The national and region importance have to
fullfil each other and efficiency in accordance with Bhineka tunggal ika(unity
in diversity) in the framework of NKRI( Republic Indonesia unitary state.
